Philadelphia Police Officer turned himself in and faces murder charges in shooting of Eddie Irizarry

Philadelphia Police Officer Mark Dial, who shot and killed Eddie Irizarry last month, turned himself in to the Officer Involved Shooting Unit on Friday morning. He is expected to be charged with murder.
